Program “To Strengthen the National Tuberculosis Control in Bulgaria”,

FINANCED BY THE GLOBAL FUND TO FIGHT AIDS, TUBERCULOSIS AND MALARIA

 

RESUME

Program “To Strengthen the National Tuberculosis Control in Bulgaria” is financed under Grant Agreement between the Global Fund to Fight AIDS, Tuberculosis and Malaria and the Ministry of Health (as Principal Recipient № BUL-809-G03-T). The agreement was published on 20 April 2010 in Gazette 30.

Program “To Strengthen the National Tuberculosis Control in Bulgaria” is a continuation of Program “To improve the tuberculosis control in Bulgaria”, financed by the Global Fund to Fight AIDS, Tuberculosis and Malaria (BUL-607-G02-T). Because of program incompatibilities in the National Tuberculosis Programme and Programme "To improve the tuberculosis control in Bulgaria", the Country Coordination Mechanism to Fight AIDS and Tuberculosis decided to apply for additional assistance from the Global Fund. The first phase of implementation of Programme "To Strengthen the National Tuberculosis Control in Bulgaria" is for the period between 1 March 2010 – 29 February 2012 and continues to 28 February 2015.

 MAIN GOAL AND STRATEGIES

The main goal of the Program is to sustain implementation of the National TB Programme through high-quality TB diagnosis, treatment and improved control of multidrug-resistant tuberculosis (MDR-TB).

Strategies

  • Strengthening the network of laboratories with facilities, enabling performance of qualityassured cultures and drug sensitivity testing (DST) for all patients with pulmonary TB to improve MDR-TB control;
  • Facilitating access to health facilities for TB diagnosis for people in hard-to-reach
  • geographical areas and risk groups;
  • Ensuring follow-up of TB patients during the continuation phase of treatment;
  • Identifying persons who were in contact with TB patients for timely detection of infected
  • people and provision of treatment if necessary;
  • Improving the protection of health-care workers against possible TB infection.

PROGRAM OBJECTIVES

Objective 1. To ensure the efficient management and coordination of the National TB Program;

Objective 2. To improve the effectiveness of TB diagnosis and treatment in Bulgaria;

Objective 3. To reduce the transmission of TB in prisons in Bulgaria;

Objective 4. To increase access to TB care for high risk groups – refugees and asylum seekers, immigrants, youth at risk, injecting drug users and alcohol-dependent people;

Objective 5. To increase the coverage of the Roma population with efficient community TB care.

 TARGET GROUPS - BENEFICIARIES

  • General population;
  • Prisoners;
  • Roma people;
  • Injecting drug users and alcohol-addicted people;
  • Refugees and asylum seekers;
  • Immigrants;
  • Youth at-risk in specialized institutions;
  • Children living on the street and children living in social homes; and
  • Health care workers.

MAIN ACTIVITIES AMONG THE TARGET GROUPS

  • Expanding the geographical coverage of TB screening, treatment and care activities for risk groups including the two new additional target groups of immigrants and youth-at-risk in specialised institutions to an additional 21 regions;
  • Motivating risk groups through incentives and food packages, providing counselling, and developing health promotion materials including their translation into several languages;
  • Training social workers on TB care;
  • Promoting advocacy, communication and social mobilization activities through peer
  • education trainings;
  • Performing screening to identify TB suspects, referring them to TB health facilities for medical examination and TB diagnosis, and providing families and close contacts of TB patients with specific counselling and motivation;
  • Supporting DOT for TB patients in the Roma community though incentives and food
  • packages;
  • Education on TB prevention, treatment and support.
