PROGRAM “TO IMPROVE THE TUBERCULOSIS CONTROL IN BULGARIA”,

 Financed BY THE GLOBAL FUND TO FIGHT AIDS, TUBERCULOSIS AND MALARIA

 

RESUME

Program “To Improve the Tuberculosis Control in Bulgaria” is financed under Grant Agreement between the Global Fund to Fight AIDS, Tuberculosis and Malaria and the Ministry of Health (as Principal Recipient № BUL-607-G02-T). The agreement was published on 4 July 2008 in Gazette 36.

The first two years of Program implementation (Phase 1) were between 1 November 2007 – 31 December 2009. Bulgaria was high estimated for implementation of Phase 1and was invited by the Global fund to apply for continued funding. The Program renewal started on 1 January 2010 as Phase 2 and will end on 31 October 2012 with a contract of Agreement for amendment, addition and continuation of the implementation of Grant Agreement for Program “To Improve the Tuberculosis Control in Bulgaria”, published in Gazette 362, 2010 and in Gazette 70, on 7 September 2010.

 

MAIN GOAL AND STRATEGIES

The main goal of the Program is to reduce the burden of TB in Bulgaria through reducing the number of new TB cases and increasing the number of successful TB treatment. The goal will be reach by: strengthening the infrastructure and capacity of the national health system, developing a national system for epidemiological TB control; implementation of activities among the high-risk groups for prevention, care and support; developing  national system for outside quality-assured control of laboratories performing; monitoring and evaluation of the situation and response of the problem.  

Strategies:

  • Strengthening the management, implementation, monitoring and evaluation capacities of the National TB Program;
  • Developing a quality-assured performing of TB laboratories;
  • Providing quality-assured treatment of TB patients, according to the international standards;
  • Providing quality-assured diagnosis and treatment of MDR-TB patients and co-infected HIV/TB patients;
  • Reducing the TB incidence rate among high-risk groups;
  • Involving the primary health care by GP’s, prisons, non-governmental organizations and public in TB control

PROGRAM OBJECTIVES

Objective 1.  To ensure the efficient management and coordination of the National TB Program;

Objective 2.  To improve the effectiveness of TB diagnosis and treatment in Bulgaria;

Objective 3.  To reduce the transmission of TB in prisons in Bulgaria;

Objective 4. To reduce the transmission of TB amongst injecting drug users, alcoholics, street children and refugees and asylum seekers;

Objective 5.  To improve TB case detection and treatment success amongst the Roma population;

 

TARGET GROUP - BENEFICIARIES

  • People living with TB;
  • Prisoners;
  • Roma people;
  • Injecting drug users and alcoholics in dependence treatment facilities;
  • Refugees and asylum seekers;
  • Street children and adolescents in day centers and shelters;
  • Medical staff in TB facilities and microbiological laboratories;
  • General practitioners (GPs) and nurses in primary health care; and
  • Medical specialists and other staff working in prisons.

MAIN ACTIVITIES AMONG THE TARGET GROUPS

  • Performing routine TB screening amongst high-risk groups, providing incentives to risk groups to encourage screening; counselling TB-positive cases and supporting their treatment and referral to health facilities by NGO outreach workers
  • Supervising patients taking drugs taken during the continuation phase of TB treatment;
  • Conducting TB information campaigns at the regional level;
  • Supporting DOT for TB patients in the continuous treatment phase;
  • Educating on TB prevention, treatment and support;
  • Establishing community health centres to support the work of TB prevention and control in.
